Sandra Ayoo

Ms. Sandra Ayoo is a gender equality activist with over 17 years experience in development work. She is currently the Director of the research organization Dominion African Institute of Peace Studies, and is a gender, peace, and security consultant. She recently led the process of developing a National Policy for Peace Building and Conflict Prevention for the Government of Uganda’s Office of the Prime Minister. She holds a Master of Arts degree in Rural Development from the University of East Anglia in Norwich, UK and a Bachelor of Arts in Economics and Social Administration from Makerere University in Kampala. During her fellowship year, Ms. Ayoo will focus on public policy analysis with a focus on human trafficking in conflict situations, violence against women, and the role of non-governmental organizations in shaping public policy.

    Kanhuraj Bagate

    Mr. Kanhuraj Bagate is currently Deputy Inspector General of Registration and Deputy Controller of Stamps in the state of Maharashtra, India, responsible for revenue collection related to property transactions and contracts. Previously he supervised elections for Indian Parliament, State Legislative Assembly, local self government, and cooperative societies.  For the state of Maharashtra he has also worked on a program to resettle people affected by irrigation and infrastructure development projects. In the housing department he worked for slum improvement projects for both rural and urban communities, including Mumbai. His academic background is in agriculture, law, and business. During his fellowship year, Mr. Bagate will pursue a Master of Public Affairs degree.

      Ms. Bai is the Deputy Director for the Beijing Zhicheng Law Firm and the Assistant Director of Zhicheng Public Interest Group in Beijing, China. In that capacity, she communicates with the media, provides assistance to other organizations, implements legal literacy trainings, and assists the Director with managing the organization. As a lawyer, she has handled criminal cases, civil cases and labor dispute cases. She holds a Bachelor of Engineering degree from the University of North China. During her Humphrey Fellowship year, she hopes to gain greater insight into the management of public interest organizations in the United States. Ultimately, she would like to use this experience to play a more active role in the field of law and public services. She would like to take courses in public interest law, visit public interest law organizations, and gain experience through a Professional Affiliation with a public interest law organization.

        Mark Boother

        Mr. Mark Boother has worked in the British Criminal Justice System in a wide variety of roles for 30 years. He has BA in social science (Deviancy) and is a qualified Social worker. After working as a probation officer in inner London he was involved in research into substance misuse before becoming the manager of an Approved Probation hostel.  He held a number of management positions and then became a strategic manager of services for children who had offended. He is currently employed as one of Her Majesty’s Inspectors of Probation, and has specialized in inspections on prolific offenders and electronic monitoring. He has acted as an advisor to the Governments of Bulgaria and Chile. He intends to study services for offenders and their Governance arrangements in Minnesota during his fellowship.

          Mr. Boychenko is the Counter-Trafficking Focal Point with the International Organization for Migration Mission in Russia. He works with the Counter-Trafficking Unit as a liaison with Russian law enforcement authorities and drafts and coordinates signing of cooperation agreements with international and state agencies. He is in charge of coordinating and receiving official intergovernmental delegations to Russia as well as conducting multiagency networking visits abroad for Russian officials. In addition, he provides training for Russian police officers, judges, prosecutors, and attorneys. He has completed Ph.D. studies in Human Trafficking Counteraction from the Peoples’ Friendship University of Russia. He studied jurisprudence at Petrozavodsk State University and received a diploma in the Prevention of Trafficking. During his Humphrey Fellowship year, he hopes to design a program for optimal implementation of anti-trafficking policies in Russia. He wants to study US legislation on trafficking and consult with US counter-trafficking experts. Mr. Boychenko would like to study the activity of US law enforcement agencies, the US President’s Interagency Task Force to Monitor and Combat Trafficking in Persons, NGOs, and shelters for victims of trafficking.

            Mr. Iqbal Ahmed Detho is currently National Manager (Child Rights) for the Society for Protection of Rights of Child (SPARC) in Karachi, in association with Amnesty International, Pakistan. He is passionate about human rights, particularly child rights. His goal is the prevention of forced marriages, honor killing, and child and bonded labor. He has published studies on the issue of tribal and traditional justice in Pakistan. He received a Master of Science in Human Rights from the London School of Economics and a Master of Arts in Sociology from the Shah Abdul Latif University in Khairpur, Pakistan. During his fellowship year, Mr. Detho will focus on human rights, law, and criminal justice.

              Abdoul K. Khaoussou Diop

              Mr. Diop serves as a judge in the Court of Appeals of Dakar. His work consists of preparing cases and responding to issues of judicial procedure, such as a procedure’s measures of efficiency and equality. Mr. Diop also works with the Senegalese Committee on Human Rights, in which he serves as President of the Subcommittee of Report, Legislation, and Scientific Activities. Mr. Diop has earned a Bachelor’s degree in Judiciary Law and a Masters in Private Law. He also received a Masters in Criminal Law and Human Rights from the University of Pau in France. During his fellowship year, Mr. Diop wishes to explore the rights of detainees and learn about issues of detention and human rights so that he may return to Senegal with the knowledge and skills to make necessary reforms.

                As a deputy police station commander, Mr. Einshouka plans, organizes, and conducts investigations of alleged misconduct, mismanagement, theft, and abuse of authority and sexual crimes. He also issues administrative instructions in regard to daily, weekly and monthly performance in Shebeen Alkoum City. He has a Master’s degree and is a candidate for a Ph.D. in Police Science. He hopes to use his fellowship to learn about international treaties and domestic acts concerning human rights, as well as to gain knowledge on the rights of children, women, and vulnerable people. His fellowship experience in the United States will contribute to his work at home in Egypt by assisting him in developing laws regulating human rights safeguards and to organize criminal justice agencies (in particular, police organizations) to amend regulations, laws, and the constitution to protect human rights.

                  Mr. Garcia Daglio is the Deputy Administrator of Customs at the border crossing in Chuy, Uruguay. Chuy is one of the most important locations for international traffic of vehicles, people, and goods to Brazil. Mr. Garcia Daglio holds a Bachelor of Science degree in Education and has training in Public Management, Drug Abuse, and Social Communication. He hopes to use his fellowship year to learn about child labor, the sexual exploitation of children and adolescents, international customs laws, international trade, and intellectual property. He believes that the Uruguay/Brazil border does not have “real limits” on the lives of people when the countries are separated (or joined) by a road. Mr. Garcia Daglio sees his position as a Customs Official as a place of privilege in combating the crimes of human trafficking and violence.

                    Ms. Graciela Guzman is the Director of Alumni, Placement and Fundraising at the Universidad de San Andres in Buenos Aires, Argentina. She has increased the funds raised to support a scholarship program for underprivileged and talented young people to attend college. She is responsible for career and placement services among alumni and students. Her goal is to provide access to education and employment for Argentina´s poor to create social capital and  end the cycle of poverty. She has a BA in Communication from Universidad de Buenos Aires and a Master of Business Administration from Universidad Torcuato Di Tella in Buenos Aires. During her fellowship year, Ms. Guzman will focus on management of non-profit organizations, fundraising, social leadership and poverty reduction.

                      Tajik Sohail Habib

                      Mr. Habib serves as a senior supervisory officer in the law-enforcement infrastructure of Pakistan. In that capacity, he is involved in crime-containment, threat assessment and risk analysis, criminal investigations and personnel management. More recently, he commanded the biggest police operation in the history of Punjab police against criminals in the sanctuaries of River Indus. He liaises with his peers in other national and international law enforcement agencies and engages in policy analysis on the subject of law-enforcement. Mr. Habib has also served the United Nations for more than five years in various conflict zones: Kosovo (UNMIK), Rwanda (ICTR), and Liberia (UNMIL). Mr. Habib holds the degree of Master of Science in Criminal Justice Policy from the London School of Economics, Advance Diplomas in Crisis Management from the Defense College of Sweden and Leicester University, UK, and an MBBS from the Khyber Medical University. He has been awarded the highest civil award, Tamgha-e-Imtiaz, for his public services. During his Humphrey Fellowship year, he seeks both theoretical study and practical training in regard to international human rights law and the mechanisms for its implementation. He wants to focus on human rights issues in the context of law-enforcement and to interact with both scholars and practitioners. Upon his return to Pakistan, he hopes both to improve the efficacy of police in Pakistan through introduction of modern technologies and to enhance the culture of respect for human rights in the law-enforcing agencies.

                        Mr. Jun Sup Han has served in the Korean National Police for the last 10 years, from leading a rural police patrol unit to working in the Police headquarters in Seoul, S. Korea. He is currently a task force leader in the intelligence bureau of the Seoul Metropolitan Police Agency, responsible for strategic security planning for events such as the recent G20 Seoul Summit 2010. He has a strong interest in global security management, and in creating preventative action plans and “perfect and peaceful” countermeasures for violent protest and terrorism that may occur in connection with international events. He earned a degree in Police Administration from the Korea National Police University. During his fellowship year, Mr. Han will focus on police intelligence and counter-terrorism strategies, and global security management.

                          Ms. Harutyunyan is the Coordinator of the Legal Department of Helsinki Citizens’ Assembly - Vanadzor. In that capacity, she develops strategic plans and projects implemented by the organization to improve the human rights situation in Armenia. An important part of her work is the formation of quick response mechanisms such as human rights monitoring for the prevention of human rights violations in closed and semi-closed situations. She conducted more than six human rights monitoring projects in Armenia. She is a practicing lawyer and a member of the Chamber of Advocates in the Republic of Armenia, handles strategic litigation in torture cases, and responds to fair trial issues. She holds a Bachelor’s degree in jurisprudence from Mkhitar Gosh Armenian Russian University. During her Humphrey Fellowship year, Ms. Harutyunyan will study the mechanisms of the independent judicial system in the United States, especially the mechanisms for public participation and control over the judicial system. She hopes to strengthen her capacities and networks with international human rights organizations working for democratic change in Armenia. Upon her return to Armenia, Ms. Harutyunyan plans to play a role in reforming the Armenian judicial system and enhance public participation in decision making processes.

                            Mr. Mushfig Jafarov is a founder and current Program Manager for the NGO “Bridge to the Future” Youth Public Union in Ganja, Azerbaijan where he directs their Youth Employment Resource Center and coordinates their Youth Employment Strategy Program, with support from the Ministry of Youth and Sport of the Republic of Azerbaijan and the International Labor Organization. He has 10 years of experience working in non-profit organizations aimed at democratic reform and the development of a strong civil society. He received his Master’s degree in Engineering, Economics, and Management from the Azerbaijan State Agrarian University in Ganja, Azerbaijan. During his fellowship year, Mr. Jafarov will focus on non-profit management, fundraising, social entrepreneurship, and human resource management.

                              Mr. Jin serves as a Senior Deputy Director at the Ministry of Strategy and Finance. In 2010-11, he was assigned to the Presidential Council on National Competiveness in Seoul. In his present capacity, he is responsible both for the long-term policy direction of Korean tax and customs law and for the development of mechanisms to facilitate the business endeavors of Koreans in other nations. He holds the degree of Bachelor of Public Administration from the University of Seoul, and has traveled to study commercial and public administrative systems in a variety of countries. During his Humphrey Fellowship year, Mr. Jin plans to study U.S. customs law and international trade and business law, and, in particular, various aspects of Free Trade Agreement rules of origin. He also wishes to enhance his already considerable negotiating skills. Upon returning to Korea, he hopes to enable his country to establish clearer criteria for such rules, so that Korean businesses may have optimal access to the benefits of free-trade agreements. He also hopes to play a role in the enhancement of Asia-Pacific economic integration. He would like a Professional Affiliation with an accounting or consulting firm involved in free trade agreements, as well as with a U.S. customs agency.

                                Muhammad Quraish Khan

                                Mr. Muhammad Quraish Khan is currently the Police Chief for district Nowshera at Khyber Pakhtunkhwa, Pakistan, with responsibilities for recruitment, training, placement, and promotion. He also served as Deputy Secretary of the Home and Tribal Affairs Department in Peshawar where he worked as Head of the Provincial Crisis Management Center. His 10 years on the police force included responsibilities of public policy analysis, vis-à-vis policing, counter terrorism, public safety, internally displaced persons, and private security companies. Mr. Khan is committed to evolving effective strategic responses to terrorism. He received a Master in Criminology and Criminal Justice from King's College London, UK. During his fellowship year, he will focus on criminal justice, human rights, transnational policing, counter terrorism, and human trafficking.

                                  Mr. Anupam Kishore is Deputy General Manger with the Reserve Bank of India, currently on deputation as Additional Secretary, Department of Finance and the Director of Public-Private-Partnership for the Government of Goa, India. With over 15 years of professional experience in the fields of financial regulation, policy planning and governance, he is dedicated to empowering the poor in India through Public-Private-Partnerships in public health, sanitation, infrastructure and environmental protection. He received a Law Degree and a Master of Science in Geology from Patna University in Bihar, India. He is also a recipient of the prestigious British Chevening Gurukul Scholarship and an alumnus of London School of Economics. During his fellowship year, Mr. Kishore will focus on leadership development, public administration, public-private partnership models, and financial management.

                                    Mr. Sunil Kumar is currently Joint Secretary, Union Public Service Commission (UPSC) in New  Delhi.  He leads a team implementing regulations and formulating policy issues in the matter of induction of State Service Officers to the All India Services. He played a key role in the framing of guidelines for empanelment of police officers by the UPSC for appointment as Heads of Police Forces in the State Governments. Previous to the UPSC, he was a Divisional Forest Officer, working on watershed development issues, administration of scientific management of forest areas, and enforcement of laws and the protection of forests and wildlife under India’s conservation acts. He holds a Bachelor of Technology in Mechanical Engineering degree from Indian Institute of Technology, Kanpur. During his fellowship year, Mr. Kumar will pursue a Master of Public Affairs degree.

                                      Ms. Katti María Martínez Mejía has worked for the last five years with the Honduran government’s Ministry of Finance, in the Project Management Unit that oversees a portfolio of projects and programs for public investment that are funded either by international organizations or through the local budget. Previous to this, she worked for the authorized Coca Cola bottler and subsidiary of Cervecería Hondureña S.A., SABMILLER in Honduras. She has a Bachelors degree in Industrial Engineering, and a MA in Project Administration from the National Autonomous University of Honduras in Tegucigalpa. During her fellowship year, Ms. Martínez Mejía will focus on public policy analysis, program monitoring and evaluation, and public-private partnerships.

                                        Ms. Olga Reshetova has worked as a secondary school English teacher, a Spanish teacher, and as quality assurance team manager and HR manager with the company Provina, Inc. Her work as a member of such international NGOs as Rotaract Club in Simferopol and The Club for Young Leaders at the Heidelberg Center has focused on environmental protection, inclusive education for physically challenged children, and humanitarian aid to homeless people. Within these organizations, Ms. Reshetova has coordinated projects to help orphans and children with leukemia. She also volunteers for Foundation for Freedom, working to develop trust, mutual understanding, and tolerance among different ethnic groups living in her home region of Crimea. She also has taken an active role in projects to reform the Ukrainian educational system and provide information about gender issues. She received a master’s degree with honors in English language and literature from Taurida National V.I. Vernadsky University in Ukraine. During her fellowship, Ms. Reshetova will pursue a Master of Public Policy degree.
